Greetings Members,
Can you believe we’re already into September? That means we’re likely only about 75 days (or less) away from our first snowfall. After a summer filled with forest fires, daily smoke, limited rainfall, and long stretches of heavy humidity and heat, I think many of us are looking forward to winter this year. From my conversations with members, the consensus has been clear — there wasn’t a tremendous amount of work for end dumps this past season. Hopefully, a busy fall and an even busier winter are ahead.
As we prepare, it’s important to note the new legislation under Bill 38. These amendments to the Highway Traffic Act will apply to snow clearing equipment engaged in operations on highways, roads, and back lanes which will be referred to as Winter Maintenance Vehicles.
Our Association has been working with Policy Analysts from MTI to provide valuable “boots on the ground” insight to ensure the legislation reflects the real-world conditions our members face daily. This legislation will allow for consequences for those convicted of violating the new regulations, hopefully in time for this snow removal season.
HEAT will be rolling out an information campaign designed to both educate operators and the companies they work for on the new legislation and how they will be affected by it. We are also working with the Safe Roads Campaign to make sure that the public sees frequent and consistent messaging on social media, billboards, bus backs and radio.
We also continue to work closely with City of Winnipeg Deputy Mayor Janice Lukes, Chair of the Public Works Committee. Janice is aware of our members’ concerns and suggestions on issues such as snow clearing, equipment rentals, and snow dumps. While change is never easy, especially for long-standing processes, we’re seeing steady progress through strong advocacy and open communication.
On a lighter note, September 10th is our ‘Mardi Gras on the Green’ Golf Tournament! It promises to be another great afternoon of networking, fun, prizes, food, and drinks. We still have a couple of team spots open—whether with employees, suppliers, family, or friends—so we’d love to see you join us. It’s a convenient 9-hole event with registration starting at noon, and you’ll be home by 6. The Deputy Minister of Infrastructure will also be in attendance, making this a great opportunity to connect with key people in our industry.
Thank you, as always, for your continued support. If you have any questions, concerns, or suggestions, please don’t hesitate to reach out.
Warm Regards,
Bruce Henley
