A Message from the City of Winnipeg – Streets Maintenance
Greetings to the HEAT membership,
For those I have not yet had the opportunity to meet, my name is Mike Smoljanovic, and I recently stepped into the role of Manager of Streets Maintenance with the City of Winnipeg.
I have worked for the City for more than 21 years, beginning in frontline operations and progressing through a variety of operational, technical and leadership roles. Most recently, I served as the Supervisor of Work Management and Data Science for Streets Maintenance.
I also have an educational background in computer programming and graphic design. Over the past several years, much of my work has focused on data science, artificial intelligence, automation, geospatial analysis and developing better tools for managing and communicating our operations.
That combination of frontline experience and technical knowledge has shaped how I approach the work. I understand the realities of delivering services in the field, but I also see the value of using technology and data to improve how we plan, coordinate, measure and communicate what we accomplish. Away from the office, my family is the most important part of my life. I am married with three children, and together they keep life busy and crazy.

I also spent many years touring as a musician and continue to perform, with much of that work now focused on supporting charitable events and community causes.
I recently had the opportunity to meet with members of HEAT’s Board and Executive. It was an open and productive discussion about our operations, the challenges facing contractors and how we can work together more effectively.
One of my priorities in this role is improving communication, both within the City and with the contractors who support our operations. Contractors need clear expectations and timely information to properly plan their staffing, equipment and other commitments. The City also needs honest feedback about what is working, what is creating challenges and where our processes can be improved.
There is also significant value in better communicating our collective work to the public. Residents see equipment operating in their neighbourhoods, but they do not always see the planning, coordination and scale of the effort behind it. Better information allows us to explain what work is underway, why it is being prioritized and what has been accomplished with the resources available.
It also provides an opportunity to better recognize the contributions of our employees and contractors. The public should understand the important role HEAT members play in supporting City operations and delivering essential services across Winnipeg.
The contractor community provides essential capacity, equipment and experience to the City. This is particularly evident during major winter operations, when a significant amount of equipment and personnel must be mobilized in a short period of time. The work performed by HEAT members is an important part of keeping Winnipeg moving.
Data is a valuable tool, but it does not replace the knowledge and practical experience of the people performing the work. The strongest decisions are made when reliable information is combined with operational experience, strong relationships and open communication.
My goal is to build a relationship where concerns can be raised early, expectations are understood and we can have direct and productive conversations, even when we may not agree on every issue.
Our recent meeting was a positive first step. I look forward to continuing the conversation with HEAT and its membership, learning more about the issues affecting contractors and providing regular updates on matters relevant to our work together.
Thank you for the important role you play in supporting Streets Maintenance and helping keep Winnipeg moving throughout the year.
